The 2021 Statewide Salary Survey is here!  All libraries in Ohio are invited to participate in this comprehensive wage and benefit survey by submitting their data.  The Survey was distributed to libraries in Ohio on March 18, 2021.  Completion date is April 30, 2021 and results will be available on July 1, 2021.

PROCESS
How will data be collected for each position - by average or by incumbent?
Data will be collected by incumbent.Example - If you have 4 Circulation Assistants you will complete 4 lines with the individual information for each person.

Will there be questions about benefits included in the NEO-RLS Statewide Salary Survey?
Yes, there will be approximately 37 benefit questions.

Can I get a PDF of the survey questions to download?
Yes.  There is a clickable link to download a pdf on the top of the actual survey.  It is part of the survey instructions.  You must click on the survey link in your invitation email  and it will take you to survey.  The link is at the top.

Can I upload my own spreadsheet for the salary information?
No.  You must use the salary upload spreadsheet that is included with the survey.  The link is part of the survey instructions.  You must click on the survey link in your invitation email and it will take you to the survey where you will find the link.  It is at the top in the instructions.

How do I submit my data?
An invitation will be emailed to you on March 18th and will provide a link to the Benefits Survey.  Once you have completed the Benefits Survey you will be directed to the salary data upload section.  NOTHING will be submitted until the salary data has been input.
When you see a "Thank You" message you will know that your submission is complete.

Why don't I have to answer every question in the survey?
The survey is constructed to take you automatically to the next appropriate question depending upon your response. 

ANSWERS TO SPECIFIC QUESTIONS
Question #5 How do I respond since the survey only accommodates a "yes" or "no" response on this and we do so EXTREMELY rarely. We certainly don't have a percentage and/or dollar range with minimum and maximums.  
What you describe are "spot" bonuses, which are outside the scope of this survey. You should respond "No".

Question #8 and Question #12 How do I answer if we use multiple vendors for outsides/services and professional/consultants, and pay different rates? 
Please provide whatever information you can. Knowing which type(s) of contractor(s)/consultant(s) your library uses is helpful, even if you do not know the rates.

Question #10  How many security issues does your library system handle per year?
Please provide a number that is typical for recent years.

Question #18 - You have provided a chart for full-time employees.  Ours has an additional level of how long the employee has been here.  What do I do about that?  
Please report the number of vacation days for whichever of your seniority class(es) encompass the greatest number of employees.

Question #20 - I don't understand what you mean by minimum number of weekly hours worked to be eligible?  
Many organizations limit such benefits to "full-time" employees. If, for benefit eligibility, "full-time" is defined as those working a minimum of 32 hours a week, the answer here would be 32.

Question #22 - Paid Medical Leave of Absence days - do you mean sick days?
These would be medical days in addition to the sick leave, vacation, PTO or personal days that the library allows. Do not include allotments mandated by the Family Medical Leave Act.


Question #29 - How do I report average union dues dollar amount?
Report the annual amount of average union dues.

Question #32 - Does this refer to health insurance benefits paid by employer or self-paid by employee?
The question only refers to the minimum number of hours worked per week to qualify for either employer paid or self-paid health insurance benefits.

Question #38 - Why are you asking for the amount an employer contributes to employee FSA accounts and not HSA accounts?
At this time we are only collecting information on the amount an employer contributes to employee FSA accounts.  Subsequent surveys will ask for information on the amount contributed by employers for both the FSA and HSA accounts.

Question #41 - We provide access to Short Term Disability but the library pays none of it. Do I answer Y or N?
Please answer "yes". We just want to know how many libraries are offering it.


How do I respond to the benefits questions if I have different categories of employees (e.g. Faculty, Non-Faculty, etc.) and/or more than one union?
Report on the benefits that apply to the largest number of employees (Union A or Union B; Faculty or Non-Faculty, etc.)

How do I report an hourly rate for part-time employees on the spreadsheet? Instructions say I should divide by 2,080. 
Enter the annual salary divided by the yearly number of hours worked.

How am I to determine Rural, Urban or Suburban on the spreadsheet? 

We are allowing you to determine which category best describes your communities. 

Should I include employees who are still employed but on unpaid furlough? 
Yes. The data still represents the current salary for their position.


What should I enter for salary minimum and salary maximum for a position that has an entry rate (salary minimum), but there is no salary maximum? 
Include the salary minimum and leave leave the salary maximum blank.


What number do I use for Work Location Size Paid EEs on the spreadsheet, if my employees rotate between worksite locations?
You should average the number of EEs at the locations and enter the average number, or if they work at one location predominantly,use that number.


Should I report a number for Work Location Size Paid EEs on the spreadsheet if I only have one location?
Yes.  Please report the number of Paid EEs at your location and use that number for each position entered.

How do I report numbers for Work Location Size Paid EEs on the spreadsheet if I have multiple locations?
Example:  Main Library with 35 employees, branch with 8 employees and branch with 3 employees.
Enter 35 on the spreadsheet for each employee that works in the Main Library.  You will enter that 35 times.  Enter 8 for each employee that works in the larger branch.  You will enter that 8 times.  Enter 3 for each employee that works in the smaller branch.  You will enter that 3 times.


COST
Is there a cost to submit your data in the NEO-RLS Statewide Salary Survey?
No.  There is no cost to submit your data.

Is there a cost to obtain the results of the NEO-RLS Statewide Salary Survey?
Yes. Libraries that want the results of the NEO-RLS Statewide Salary Survey will participate in sharing the costs of the survey.

How will libraries be charged if they want to obtain the results of the NEO-RLS Statewide Salary Survey?
Libraries will pay to obtain results based on a cost-sharing plan that factors in number of participants along with membership in a regional library system, completion or non-completion of the survey and library revenue for those who are not members of a regional library system.  The goal is to make the results of the survey affordable to all libraries, even our smallest libraries.  A preliminary cost-sharing estimate based on the participation response from 93 libraries statewide is below.  The final cost will be determined once the survey has been distributed and returned by participants.  We anticipate the cost will decrease and not increase.

When will libraries have to pay if they want the results?
We realize that this is an item that may not have been included in your 2021 budget.  We are looking into a variety of payment options including stretching the payments across two fiscal years (FY2021 and FY2022) or invoicing with Net 90 payment terms in order to allow payment in January 2022.

What if I change my mind?  Can I still participate by submitting data?
Yes.  You may still participate by submitting data.  The NEO-RLS Statewide Salary Survey will be deployed to all of the libraries in Ohio.

What if I decide not to submit data and later want the results?
You will be able to purchase the results at any time after they have become available.

Will the sale of the results be a revenue stream for NEO-RLS?
No.  This initiative is purely to benefit the libraries of Ohio.  NEO-RLS will not realize any profit from the NEO-RLS Statewide Salary Survey.

FUTURE SURVEYS
We heard that you signed a five year contract for the creation of three Salary Surveys.  Do we have to commit to participate in all three?
No.  You need only commit to the surveys in which you wish to submit data and/or purchase the results at the time they are being offered.

Do we have to pay for the results of all three at this time if we wish to participate in all three?
No.  Cost-sharing and payment will be recalculated each time in order to ensure the lowest costs based on the number of participants.
 
WHAT AND WHY
Why is NEO-RLS conducting a Statewide Salary Survey?
The libraries in Northeast Ohio have requested that NEO-RLS resume the Salary Survey that was previously done on a regular basis by NOLA/NEO-RLS through 2011.

How will this survey be different from the State Library of Ohio Survey?
This survey will be far more granular in terms of information requested and reported out.  It will also allow for highly customized reports as requested by individual libraries.

How will the results of the NEO-RLS Statewide Salary Survey be delivered?
The results will be available in a pdf format and online.  The online reporting tool, CODA, will be hosted at NEO-RLS at our cost.  Libraries will be able to produce and/or request customized reports at no additional cost.

What company is being used to create, deploy and analyze the NEO-RLS Statewide Salary Survey?
Periscope IQ, located in Bethlehem, Pennsylvania.

WHO CAN PARTICIPATE
Who can submit data in the NEO-RLS Statewide Salary Survey?
All public, academic, special and school libraries are welcome to participate by submitting their data in the NEO-RLS Statewide Salary Survey.

Do you have to be a member of NEO-RLS to submit data in the NEO-RLS Statewide Salary Survey?
No.  You do not have to be a member of NEO-RLS in order to submit your data in the NEO-RLS Statewide Salary Survey.

Do you have to be a member of another regional (SWON, NORWELD, SERLS) in order to submit data in the NEO-RLS Statewide Salary Survey?
No.  You do not have to be a member of another regional in order to submit your data in the NEO-RLS Statewide Salary Survey.
