NEO Prime - NEO Technology Management Services For Your Library
In an effort to provide member libraries with a tool to manage Information Technology management costs, while receiving expert service from highly skilled professionals who know libraries and know technology, NEO-RLS has developed NEO Prime. Designed specifically for libraries without local dedicated technology staff, NEO Prime allows libraries to pay fixed fees, as opposed to hourly rates, for a variety of common services making it easier to budget for these expenses while insuring high quality services. Additionally, by using these services, NEO-RLS staff members will be better acquainted with your technical infrastructure which will allow them to provide your library with the best possible technical recommendations related to future equipment and software purchases.
To get started please fill out the checklist below and return to Bonnie Tyler in NEO-RLS office. A NEO-RLS technology staff member will contact you to schedule an initial onsite consultation.
Annual services
Public or Staff PC Maintenance $150 per system: This is an annual fee for NEO to assume responsibility for a system. This covers installation of software updates, replacement of failed hardware components (cost of parts not included), modification of group policies related to the PC, the installation of Windows Updates, Anti-Virus updates (assuming library has properly licensed the required software), Spyware scans and cleaning. This does not cover disaster recovery situations or situations where negligence has been demonstrated by library staff or patrons. An example of negligence would be the installation of non-standard software which contains spyware, viruses, etc.
Server Maintenance $700 per system: This is an annual fee for NEO to assume responsibility for a server. This maintenance covers the installation of software patches, monitoring of log files, adjustments to domain level group policies, maintenance of DNS and DHCP services, creation/deletion of user accounts, shared folders, and printers. This does not cover disaster recovery situations or situations where negligence has been demonstrated by library staff or patrons. An example of negligence would be the installation of non-standard software which contains spyware, viruses, etc.
Stand-alone Printer/Scanner Setup and Support $20 per device: This is an annual fee to provide setup, troubleshooting and support of printing and scanning devices. This includes device setup, driver installation, and troubleshooting of problems related to use or output. PC’s must be covered by NEO’s PC maintenance services to for printers to be eligible for this service. This does not cover mechanical or physical maintenance services such as cleaning or replacement of consumables such as ink/toner cartridges.
Networked Printer Setup and Support $100 per device: This is an annual fee to provide setup, troubleshooting and support of networked printing devices. This includes device setup, driver installation, and troubleshooting of problems related to use or output on all PC’s covered by NEO’s PC maintenance services. This does not cover mechanical or physical maintenance services such as cleaning or replacement of consumables such as ink/toner cartridges. Networked copiers are not eligible for this service without prior approval from NEO.
Wireless Access Point/Router Maintenance $100: This service provides for basic wireless access point maintenance, policy changes, firmware upgrades, and device recoveries. Firewall Setup and Management: Designing and maintaining effective firewall configurations that strike a good balance between security and usability can be a significant undertaking for any organization. NEO-RLS staff has worked with library staff for a number of years to develop effective firewall configurations that meet library needs, while offering effective protection for external threats. NEO-RLS is capable of providing both setup and ongoing management support of supported platforms. Currently supported platforms are Cisco PIX, M0n0wall, and Microsoft ISA server.
Antivirus Server Maintenance $150: NEO-RLS can provide libraries maintenance of their managed Antivirus solution which includes troubleshooting, modification of policies and installation of licensed upgrades.
Network Infrastructure Device Support $25 per device: Provides for general maintenance and support of network equipment such as routers, switches, and connections to site routers.
Firewall Management $500 annually: covers modification of firewall rules, troubleshooting firewall related issues, open/closing ports, and security monitoring services.
Single Use Services
PC Setup/Operating System Upgrade $50 per system: includes Windows setup/Operating System upgrade, patching, configuring network, basic installation of printer/s, antivirus and anti-spyware software, and joining to Windows domain. Does not include physically moving or unboxing of system, if this service is desired it is available for an additional $5.00 per machine. The library must supply all necessary hardware and software licenses.
Secure Public Workstation Setup: $50 per system: includes further hardening of a workstation designed to serve a public services role. Includes the installation of desktop security, drive roll-back, and basic time management software.
Server Setup $500 per system: Includes Windows server software installation, setup, patching, basic configuration, joining to an existing Active Directory or creation of a new Active Directory domain, basic printer installation, and setup of Windows backup. Basic training on the setup of file sharing, printer sharing, and user account creation will be provided, if desired. Development and testing of group policies are not covered by this service, but these services are available at our standard hourly rate. Does not include physically moving or unboxing of system, if this service is desired it is available for an additional $20.00 per machine. The library must supply all necessary hardware and software licenses.
Antivirus Server Setup $300: Centralized Antivirus management can provide libraries with a significant cost savings and decrease the risk of overlooked computers in the event of a virus outbreak. NEO-RLS can provide libraries with the setup and training to operate a managed Antivirus solution, which can be administered at the local library, or NEO-RLS can provide Antivirus management services remotely from the NEO-RLS offices. This service includes one year of Antivirus Server Maintenance. The library must supply all necessary hardware and software licenses.
Wireless Access Point/Router Setup $100: This service provides basic device setup, configuration and integration into the library’s network of a library supplied Access Point or Wireless Router. Libraries can decide to deploy either an open or secure network, determine IP infrastructure, and network connection point. Advanced services such as integration with library automation systems, access control, or Internet Content Filtering can be provided on an hourly basis.
Virtual Private Networking Setup $300: As computing resources become more advanced new opportunities for flexibility become available to libraries. One of the most exciting developments in the past few years is the development of the Virtual Private Network (VPN). In the past accessing internal resources from remote locations required either private dial-up services or else libraries needed to poke holes in their firewalls that increase security risks. VPN’s allow users to securely access internal library systems and resources from remote locations. All data that is sent across this connection is encrypted, so that authorized users can access confidential data without risking exposing private or restricted data to users on the Internet. Libraries wishing to deploy this service must be able to supply a Windows 2000/2003 Server with two network interface cards.
Firewall setup and configuration $500: Covers software installation and configuration of firewall to provide secure inbound and outbound Internet access. Additional fees for server setup may apply if library is using a Windows-based firewall solution and requires NEO to configure the server to be used for the firewall. This service includes one year of Firewall Maintenance. The library must supply all necessary hardware and software licenses.

Response Time
Typical response time for NEO-RLS staff to begin working taking corrective actions will be one to four hours during the normal Monday-Friday 8:00 a.m. – 4:30 p.m. workday. Onsite service and phone support for emergencies and critical outages will be provided outside of those hours however due to work schedules we cannot guarantee same day response time. NEO reserves the right to determine the best method to provide support for a problem. While every effort will be made to provide immediate resolution in the event of pre-existing commitments the library agrees that NEO-RLS technical staff may take up to one business day to begin working on problem resolution.
Limitation of Liability
NEO-RLS will make a best effort to provide the information and services to participating libraries, but we cannot guarantee that services will be error free. In the event of errors NEO-RLS will make a best effort to correct or remedy problems related to the above services, in the event that liability exists it may not exceed the cost of the directly related services purchased from NEO-RLS. NEO-RLS assumes no liability for damage or loss of use of patron equipment, data and/or software as a result of using any of these services.
Right of Refusal
To ensure that NEO-RLS is able to provide quality service we reserve the right to limit services to libraries meeting certain minimum standards for equipment, software and computer security. NEO-RLS reserves the right to review and assess library technology before initiating service coverage and may decline to provide services to libraries not able to meet specific requirements. NEO-RLS will be willing to provide standard hourly consulting services to these libraries to bring their technical infrastructure up to the level necessary to meet the requirements to participate in a program or service
